A structured Post-Forum Monitoring and Evaluation (M&E) system is essential to ensure that commitments made during the Neftaly 21 November Joint Planning and Cross-Border Development Forum (NeftalyCSPR-14) translate into tangible action, measurable progress, and sustained regional collaboration. The M&E process will promote accountability, track implementation, and provide stakeholders with clear visibility of outcomes over time.
1. Development of a Comprehensive M&E Framework
A dedicated M&E framework will be designed to monitor and assess the progress of initiatives emerging from the forum. The framework will:
- Track commitments and resolutions from plenary sessions and working groups
- Monitor new partnerships formed, including MoUs and collaborative agreements
- Assess project progress, milestones achieved, and challenges encountered
- Define key performance indicators (KPIs) for cross-border development activities
- Include data collection tools, reporting templates, and feedback mechanisms
This structured approach ensures that all actions taken post-forum are aligned, measurable, and outcome-driven.
2. Scheduled Follow-Up Meetings
To maintain momentum and strengthen accountability, Neftaly will facilitate periodic follow-up engagements with all stakeholders. These will be conducted at:
- 3 months post-event – Review early progress, confirm working group activity, and address any emerging challenges
- 6 months post-event – Assess project advancement, partnership effectiveness, and resource mobilisation status
- 12 months post-event – Evaluate overall impact, document lessons learned, and determine next steps for long-term collaboration
These sessions will ensure continuous communication, provide technical support, and reinforce the commitment of all participating entities.
3. Publication of Periodic Progress Briefs
To uphold transparency and keep stakeholders informed, Neftaly will publish periodic progress briefs which will:
- Summarise key achievements and milestones reached since the forum
- Highlight active partnerships, ongoing projects, and areas requiring support
- Provide recommendations for addressing challenges and accelerating implementation
- Share success stories, best practices, and innovative cross-border initiatives
