On behalf of Neftaly I am honored to submit our proposal for consideration under the Gauteng Partnership Fund (GPF) call for projects aimed at uplifting historically disadvantaged individuals through inclusive participation in the property sector and sustainable community development in Gauteng.
Neftaly is a youth-driven social enterprise committed to driving transformation and empowerment across South Africa through skills development, entrepreneurship support, and community upliftment programmes. Our proposed initiative, the Neftaly Property Empowerment and Community Development Initiative, is designed to equip previously disadvantaged youth, women, and community members with the tools, knowledge, and opportunities to actively participate in property investment, development, and management.
The project’s focus is not only to promote economic inclusion but also to address pressing community challenges, such as unemployment, housing shortages, and the lack of property ownership among historically marginalized groups. Through this initiative, Neftaly intends to partner with local stakeholders, training institutions, and property experts to build capacity and create lasting social and economic impact within the province.

1. Executive Summary
The Neftaly Property Empowerment and Community Development Initiative seeks to promote inclusive access to the property sector among historically disadvantaged individuals (HDIs) in Gauteng while tackling socio-economic challenges in marginalized communities.
Through this project, Neftaly aims to develop a comprehensive training, mentorship, and empowerment model that helps young people, women, and emerging entrepreneurs gain property development skills, understand real estate investment, and participate in local housing and infrastructure projects.
The initiative aligns with the Gauteng Partnership Fund’s (GPF) objectives to:
- Facilitate broad-based economic empowerment;

2. Organizational Background
Neftaly is a youth-led South African social enterprise dedicated to advancing education, entrepreneurship, and community development. 3. Problem Statement
Despite progress in transformation, historically disadvantaged individuals remain largely underrepresented in the property and real estate sectors. Barriers include:
- Limited access to property development finance;
- Lack of technical and entrepreneurial training;
- Restricted participation in property ownership;
- Socio-economic inequality and housing shortages in local communities.
These challenges perpetuate inequality and prevent HDIs from benefiting fully from the economic opportunities within Gauteng’s growing property market.
The Neftaly Property Empowerment and Community Development Initiative responds directly to this gap by creating pathways for skills transfer, mentorship, access to funding, and active community participation in property-related opportunities.
4. Project Objectives
The main objectives of the initiative are to:
- Empower 500 historically disadvantaged individuals through training and mentorship in property development and management.
- Facilitate entrepreneurial opportunities in real estate, construction, and community infrastructure.
- Promote local ownership by supporting community-led property and housing projects.
- Build a network of property professionals, mentors, and investors to support emerging developers.
- Foster economic inclusion and reduce unemployment through property-based economic activities.
